Hackney Service User Forum is a group of service user representatives who work with Hackney drug and alcohol treatment services to help increase engagement and retention in order to enhance positive outcomes for all our clients.  HSUF members are based across Hackney’s treatment services so they can help these services to make improvements in accordance to our clients needs.

 

HSUF mission statement

 

• To empower service users to enable them to get the best out of drug and alcohol treatment services

• To help those who have barriers to accessing services to speak openly about their treatment and harm reduction needs

• To promote inclusion within service user groups and thus provide a sense of ownership amongst our diverse community

• To provide advice, guidance and advocacy to and on behalf of other service users thereby encouraging people into appropriate and timely treatment

• To motivate and encourage service users to practice, refine and develop their skills and confidence within a nurturing and supportive environment with a view to entering education, training or employment in the future

• To encourage service users to become appropriately involved in other relevant groups at local, regional and national level

• To ensure commissioners and treatment providers are doing what they can to promote service user involvement and best practice for drug and alcohol users, their families and the community as a whole.


HSUF support Hackney residents who have used drugs or alcohol problematically either in the past or currently and those engaged or disengaged from our local treatment system. HSUF are involved in a wide range of activities which include:

 

• Providing representation for Hackney service user’s, including support and advocacy at meetings and bringing service user issues to the London Users Forum

• Referring clients to appropriate treatment services and organising a range of diversionary activities

• Delivering service user representative training, harm reduction training, peer led training, and service user training for treatment and support staff

• Running service user groups / council meetings and organising a range of peer support groups

• Organising surveys and audits and producing a regular newsletter  To get involved with the HSUF and become a service user representative you need to be a Hackney Resident, have used one of Hackney’s drug and alcohol services and be fairly stable. You can be referred by your key-worker or you can nominate yourself.

Many organisations involved in the Hackney Drug and Alcohol Action Team (DAAT) partnership have produced documents that set out their strategic objectives to tackling substance misuse and its consequences in Hackney. A range of these are available to download below.

 

The Metropolitan Police Service Drugs Strategy

 
The Metropolitan Police Service Drugs Strategy 2007-10 has been developed to provide clear direction on how the police service in London intends to deliver its responsibility for tackling the problem of illicit drugs in the capital.
It focuses on enforcing legislation aimed at tackling criminality associated with drug dealing. This will be coupled with partnership work in the areas of education, diversion, prevention and problem-solving to reduce drug use.
 

Crime & Disorder Reduction & Combating Drug Misuse Strategy


The Crime and Disorder Act 1998 made it a requirement that local statutory agencies, including the police and local authorities, become responsible for the development of partnership working to reduce crime, disorder and combat drugs misuse. To achieve this Partnerships are required to produce a measure of the levels of crime in their areas and to develop a strategy for the long-term reduction of the problems. ‘A Safer Community - Working for A Safer and Cleaner Place to Live 2005/2008’ - is the statutory crime and disorder reduction and combating drugs and alcohol misuse strategy for Hackney. Some of the priorities outlined in this document include reducing youth crime, drug and alcohol misuse, anti-social behaviour, violent crime, and property crime.
 

Children and Young People’s Plan


This first Hackney Children and Young People’s Plan (CYPP) is an important element of the reforms underpinned by the Children Act 2004. Local authorities have been given a new statutory duty to lead on putting in place a single, strategic, overarching plan for all services affecting children and young people. This must be done with the range of partners subject to the new ‘duty to co-operate’ on improving the well-being of children and young people.
 

City and Hackney Teaching Primary Care Trust Health Improvement Plan


The CHtPCT works with the Hackney Drug and Alcohol Action Team and the City Drug Action Team in local Drugs/Alcohol Partnerships. The Partnership shares a strategy for tackling drugs and alcohol problems in the area, drawing on Hackney’s Reducing Substance Misuse Strategy and the City of London’s Pooled Treatment Budget. In their Health Improvement Plan they set out their achievements to date and outline details concerning how they will provide better services in primary care to improve the health of residents in Hackney and the City of London for 2006-2009 .
 

London Probation’s Strategic Plan


London Probation’s Strategic Plan 2008-2011 sets out their Vision and Mission, the strategic results they seek to achieve and their priorities for action. It also describes the new organisational culture they aim to create. The document is intended to inform staff, partner organisations, service users, and the public about their plans. It provides information on how resources will be used to deliver probation services in London and how they are working to improve those services.
 
 

Hackney DAAT are fully committed to the development of high quality, integrated drug and alcohol treatment services. We are working closely with our partners including the London Borough of Hackney, City and Hackney Teaching Primary Care Trust (CHtPCT), Metropolitan Police Service (MPS), London Probation Area (LBA), the East London and City Foundation Trust, Job Centre+, the National Treatment Agency (NTA) and many other community organisations, to ensure our services are shaped to meet local need.
